Biographical material, such as a copy of his birth certificate and a program from his memorial service, yearbooks from Hartford Public High School and Antioch College, volume 4 of "The Owlet", the student newspaper at Hartford Public High, awards and citations, newspaper clippings, and material from his Senatorial and Mayoral campaigns. Includes reports, press releases and background research on the Hartford Circus Fire in 1944. Also correspondence, editorial comments, memoranda, lists, and accounts of sales and distribution relating to Albert Coote's monograph Four Vintage Decades about the performing arts in Hartford from 1930-1970.

Mortensen served as mayor of Hartford, Connecticut, 1943-1945, founded the council-city manager form of governance, 1947, and was managing director of the Horace Bushnell Memorial Hall, 1929-1968, among his other accomplishments.
